(1) Demonstrate Colorado State University as the leading Colorado research institution on transportation fuel life-cycle and pathway modeling and analysis,  

(2) Educate Colorado industry stakeholders, policymakers, and the general public about a low-carbon fuel standard and its potential impacts, and  

(3) Support Colorado in developing the science, technology, and models to inform policy implementation and development.
